The Federal Government has unveiled a National Textbook Ranking System for primary, junior secondary, and senior secondary schools, in a major policy shift aimed at improving the quality of instructional materials used across Nigeria’s education sector.
According to a statement issued by the Federal Ministry of Education and signed by the Director of Press and Public Relations, Boriowo Folasade, the new framework is designed to curb the proliferation of substandard textbooks and strengthen quality assurance in schools nationwide.
The policy will ensure that only ranked and approved textbooks are permitted for classroom use, effectively excluding all unranked materials, even if previously licensed.
The Minister of Education, Dr. Maruf Tunji Alausa, and the Minister of State for Education, Prof. Suwaiba Sai’d Ahmad, said the initiative builds on the statutory role of the Nigerian Educational Research and Development Council (NERDC) in approving textbooks, but introduces an additional layer of evaluation.
Under the new system, approved textbooks will undergo a structured national ranking process to determine the most suitable options for each subject and class level.
To implement this, the NERDC will constitute Standing Subject Committees comprising academic and curriculum experts. These committees will assess textbooks based on defined academic and pedagogical standards, after which only a limited number of top-performing materials will be selected.
The Ministry stated clearly that:
“Only a limited number of top-ranked textbooks will be approved, ensuring improved quality control and consistency nationwide.”
It further added that:
“Any textbook not ranked will not be permitted for use, regardless of prior licensing status.”
The reform is scheduled to take effect from September 2026, following consultations with stakeholders and the completion of evaluation guidelines.
The Federal Government said the policy is part of broader efforts to improve learning outcomes and ensure that Nigerian students have access to high-quality, curriculum-aligned educational resources.
