FG unveils reusable textbook policy to cut education costs

The Federal Government of Nigeria has introduced a sweeping policy aimed at reducing the cost of education for Nigerian parents, improving learning outcomes, and promoting environmental sustainability through the adoption of reusable, high-quality textbooks in schools nationwide.

The new framework, jointly issued by the Minister of Education, Dr. Maruf Tunji Alausa, and the Minister of State for Education, Prof. Suwaiba Sa’id, forms part of ongoing reforms to reposition Nigeria’s education sector and ease the financial burden on families.

Under the policy, standardised and durable textbooks designed to last between four and six years will now be prioritised, while the bundling of disposable workbooks with textbooks has been expressly prohibited. This move will allow textbooks to be reused across multiple academic sessions, enable siblings to share learning materials, significantly cut recurring education costs, and reduce waste—supporting national sustainability goals.

The ministers also announced the introduction of a uniform academic calendar to ensure consistency in teaching, learning and school planning across the country. In addition, graduation ceremonies have been streamlined, with only pupils and students completing Primary 6, JSS3 and SSS3 permitted to hold such events.

To curb the practice of frequent cosmetic textbook revisions that compel parents to buy new books yearly without substantive content improvement, the policy strengthens assessment, selection and quality assurance mechanisms for instructional materials. Structured revision cycles now mandate meaningful content upgrades, while limits on the number of approved textbooks per subject and grade have been aligned with international best practices.

The Nigerian Educational Research and Development Council (NERDC) will continue to lead the quality assurance process for textbooks nationwide.

The Federal Ministry of Education reaffirmed its commitment to equitable access, quality learning materials, and sustainable reforms to strengthen Nigeria’s education system.
