Katsina govt revokes all private, community school licences

The Katsina State Government has revoked the operational licences of all private and community schools across the state, in a sweeping reform aimed at standardisation and quality assurance.

This was contained in a circular signed by the Commissioner for Basic and Secondary Education, Zainab Musa-Musawa, and issued on Saturday in Katsina by the ministry’s Public Relations Officer, Sani Danjuma.

According to the commissioner, the revocation follows a sensitisation exercise held on June 2, 2025, where stakeholders were briefed on the new state policy for private and community schools.

“The ministry hereby notifies the public, proprietors, and administrators of all private and community schools that all the previously issued operational licences have been officially terminated,” Musa-Musawa stated.

She explained that the policy, approved by the State Executive Council, takes effect from August 13, 2025, and is designed to enhance supervision, accountability, and effective regulation of teaching and learning in line with global best practices.

The commissioner added that the state government has revised the licence application, registration, annual renewal, and school upgrade fees, and directed all affected schools to pay into the state’s single treasury account.

“All affected schools should submit payment receipts for application and registration fees for new licences to the ministry via the Department of Private and Community Schools, based on school categorisation. All payments must be made on or before September 30, 2025,” she said.

Musa-Musawa further cautioned stakeholders against passing the revised licence fees to parents in the form of higher tuition without explicit approval from the ministry.

She reaffirmed the state government’s commitment to ensuring quality education, pledging that the reform would strengthen monitoring and improve learning outcomes across Katsina.

“Schools are expected to continue normal operations while the process of registration and renewal is ongoing,” she added, noting that further details on school categorisation and the revised fees would be communicated to the National Association of Proprietors of Private and Community Schools.
